Westhampton on Grove, a proposed mixed-use development at the former Westhampton Theater site in Richmond’s West End, won unanimous approval Monday from the city’s Planning Commission, despite heated opposition of some residents who fear the height and scale of the project will ruin the village character of the area at Libbie and Grove avenues.
About six people spoke in favor of the development and at least dozen — worried about increased traffic, parking and the safety of the neighborhood — were opposed to the project as the meeting wore into the late afternoon.
The commission’s recommendation of approving a special-use permit to increase the height of the buildings will be presented to the City Council, which will make the final decision on whether the project can proceed. The council is slated to take up the issue at its meeting on Monday.
